Subsequent to the adoption of the IDP and Budget Process Plan by the Mangaung council, the city has begun the process of its 3rd review on the five-year IDP for 2022/2027 and MTREF Budget. During this process, the Municipality must consult its stakeholders for the review of IDP 2025/2026 and the MTREF budget allocations for 2025/2026 – 2027/2028 period. The outcome of the consultative and interactive processes in the municipality’s wards with communities, public representatives and various stakeholders is valuable and will contribute towards the achievement of the overall municipality’s objectives.
The Executive Mayor has tabled the 2025/2026 IDP, Sectoral Plans and Annual Budget for 2025/26 Medium Term Revenue and Expenditure Framework at a council meeting that took place on the 28th of March 2025.
The budget assumptions were made in line with National Treasury’ circulars that deals with the budget as well as in accordance with the Divisions of Revenue Bill 2025, Budget Policies of the city which have now be open for review and inputs. The Budget Statement, the proposed tariffs, the capital workbook and all the policies on the municipal website for comments. The tabled budget for the next three is estimated at R38,4 billion derived from rates, trading services as well as other from other sources, whilst the expenditure is projected to be R34,8 billion before transfers and other balance sheet commitments. With all items considered, the tabled budget is generating surpluses over the period that ae required for infrastructure investment required.
The capital budget for the next three years is estimated at R4 billion, funded from grants and internally generated funds. Readers can find the USDG, ISUPG and other grant from the published Division of Revenue Bill of 2025. The community is hereby invited to note that the following are the proposed tariff increases from 1 July 2025 for difference services:
- Electricity tariffs, increase of 12,7% in line with the tariffs approved by NERSA for Eskom, which Eskom will raise their tariffs with
- Water tariffs will increase by 11% as proposed by Vaal Central (SOE) and as such potable water will increase by the same percentage of 11%
- Rates, sanitation and refuse removal will increase by 4,4%, each tariff category.
