Public Notice: Request for Public Comments on the Ratified Long-Term Contracts
PUBLIC NOTICE: REQUEST FOR PUBLIC COMMENTS ON THE RATIFIED LONG-TERM CONTRACTS ENTERED INTO WITH VARIOUS SERVICE PROVIDERS PRIOR TO THE PROMULGATION OF MFMA 56 OF 2003 AND SCM REGULATIONS OF OCTOBER 2005 – COUNCIL RESOLUTION NO.36.7
As part of implementing the recommendations of the Cabinet Intervention Team, which found evergreen contracts that spanned longer than the Medium-Term Revenue and Expenditure Framework of 2005/2006, the city council ratified such contracts due to the relevance, necessity and costs implications of termination and acquiring new contracts.
This notice is made in terms of MFMA Section 33 to solicit inputs from the public for the ratification of the following contracts:
- Business Connexion who holds contract for Annual License Renewal of Integrated Financial Management Information System which includes software licenses for SOLAR System, Electronic Documents Management System, Dashboard and Cemeteries Management System.
- Schindler who holds contract for maintenance and support on elevators installed at Bram Fischer Building, which henceforth will be renewed on an annual basis. The city appointed Otis and Schindler on different contracts dating as far back as October 1969, December 1986 and 1 May 1993, with Schindler’s appointment dating back to 1 March 1986.
- Otis who holds contract for maintenance and support on elevators installed at Bram Fischer Building, which henceforth will be renewed on an annual basis.
HR Focus and Payday who hold annual licenses for training, support and maintenance, the HR and Payroll Systems. - REMRAD who holds a telemetery system which is a two-way radio telemetry system that provides an efficient and knowledge-based response in case of emergency or security situations on your premises. This locally developed system offers a 24/7 connection to the local Fire/Emergency Services or participating security companies. The city procured the Remrad Telemetery System as far back as 25 April 1996.
Financial Implications
The city’s budget makes provision for the annual license fees for all the systems as well as budget for support and maintenance of elevators in use. BCX, Otis and Schindler are original equipment manufacturers and have their own technicians and consultants who services the city as per the Master Agreement in place.
